The NEDOCS evaluation tier operates without Protected Health Information (PHI).

Customers must not submit PHI to the Service until a Business Associate Agreement (BAA) has been separately executed. During evaluation, use only synthetic, de-identified, or otherwise non-PHI operational counts.
